This article aims to explore the relevance of negotiation as an essential tool in police operational protocols, especially in crisis situations with imminent risk to life. The methodological approach involved the analysis of the historical evolution of negotiation, focusing on initiatives in the United States since the 1970s. The tactical and technical practices used were examined, highlighting the formation of specialized teams, such as SWAT, and the adaptation of these principles in the Brazilian context, with emphasis on the guidelines of the Military Police of Paraná. The research showed that negotiation goes beyond the simple resolution of crises, becoming a strategic practice in constant evolution. The differentiation between technical and tactical negotiation was highlighted, revealing the complexity of the process. Effective coordination between different groups, adequate isolation of the area and the
continuous formation of specialized teams emerge as crucial elements for operational success. It is concluded that negotiation plays a fundamental role in crisis management, prioritizing the safety of hostages and victims. The training of police negotiators, according to specific guidelines, is essential to deal with the complexity of these situations. The constant evolution of negotiation practices reflects the commitment of security forces to face dynamic challenges, highlighting the need for safe and effective approaches to critical events.
