PUBLIC ADMINISTRATION, HUMAN RIGHTS, AND THE CONTOURS OF ENVIRONMENTAL SUSTAINABILITY – NUANCES OF THE RIGHT TO DEVELOPMENT AS INFLUENCED BY IGNACY SACHS
Abstract
Sustainable development must be analyzed between two cornerstones: the environment and economic development. The balance of these vertices is intended to provide protection for man (person) and his human dignity, as the balanced environment ensures citizenship, survival and the dignity of the individual. Economic development cannot be superimposed at the expense of human development. Development is a process of many vertices, as it covers the guarantee of Human Rights through the exercise of political freedoms, social rights and the transparency of public management. Administrative Law plays a significant role in protecting, including and ensuring competent, transparent and efficient management. It is a research with a historical-philosophical bias that aims to point out the vulnerability of people in the face of an administration detached from sustainability. This is the critical point of the effectiveness of Fundamental Rights and it is also the problem that we intend to solve in the article. The bibliographic review method was adopted.
